Agreement on Economic Partnership between EAEU and UAE Submitted for Ratification to State Duma
Moscow, April 13. – The Russian government has submitted to the State Duma a draft law on the ratification of the Agreement on Economic Partnership between the Eurasian Economic Union (EAEU), its member states, and the United Arab Emirates. The corresponding document (No. 1205740-8) was posted in the legislative activity database of the lower house of parliament on Monday.
Substance of the Agreement
The agreement was signed in Minsk on June 27, 2025. It establishes the basic trade rules between the EAEU member states and the UAE, which are consistent with the rules of the World Trade Organization (WTO).
Tariff Preferences
- Over 85% of the product range will benefit from additional trade liberalization.
- More than 95% of trade turnover between Russia and the UAE will be covered by preferential access provided by the tariff commitments of the parties.
Key Areas of Regulation
The agreement defines the conditions for further development and deepening of trade and economic cooperation between the EAEU and the UAE in areas of mutual interest, including:
- customs cooperation;
- electronic commerce;
- technical barriers to trade;
- sanitary and phytosanitary measures;
- intellectual property rights;
- government procurement.
Sectoral Cooperation
The document also provides for cooperation in the following sectors:
- transport and logistics;
- competition;
- tourism;
- research and innovation;
- extraction, processing, and use of minerals;
- trade in environmental goods;
- harmonization of standards for halal products.
Ratification of the agreement will deepen economic ties between the EAEU and the UAE, reduce barriers for most goods, and create new opportunities for cooperation in strategic sectors.
