Digitalization of entry procedures for foreign citizens into the Russian Federation

Jan, 28 2026

In recent years, the Russian Federation has been consistently pursuing a policy of digitalizing migration procedures and transferring foreign citizens’ interactions with government systems to an electronic format. One of the key elements of this process is the introduction of mandatory digital entry notification for certain categories of foreign citizens.

The changes under consideration are aimed at creating a more transparent and manageable migration control model, in which a significant portion of information about planned entry is compiled and analyzed before crossing the state border. This approach allows for early risk assessment, reduces the administrative burden on checkpoints, and minimizes legal uncertainty for foreign citizens themselves.

Mandatory electronic entry notification

It is expected that digital entry applications will become mandatory for foreign workers and students arriving from visa-free countries. Electronic notification will be sent in advance and will serve as part of the preliminary screening process, complementing traditional immigration formalities.

Unlike the current system, where digital notification is only one possible method, the new model is focused on eliminating paper and standardizing electronic interactions. This reflects the overall trend toward unifying processes and using a single digital channel for collecting and processing migration data.

The transition to a mandatory electronic format is not seen as a one-time measure, but as a stage in the systemic transformation of migration administration, within which digital tools become fundamental rather than auxiliary.

Experimental mode and its extension

The new rules are being implemented through a pilot program, which allows for the phased testing of digital solutions, the identification of technical and organizational limitations, and the adjustment of approaches without drastically changing established procedures.

The extension of the experiment is necessary to ensure the system’s stability and scalability. In practice, this means that the digital mechanisms must operate equally effectively under varying workloads, take into account the specific needs of different checkpoints, and ensure the correct processing of biometric and identification data.

The main factors that influenced the extension of the experimental period include:

  • positive preliminary assessment of the results of testing digital procedures;
  • the need for further technical refinement of software solutions;
  • a phased modernization of the infrastructure used for border crossings.

The experimental format allows us to avoid fragmented implementation and create a single standard applicable to all participants in the process.

Development of a digital profile for foreign citizens

Mandatory electronic entry notification is part of a broader concept of creating a digital profile for foreign citizens. This profile involves accumulating key information used in migration administration in a single digital environment.

In the long term, a digital profile allows for a seamless chain of interactions—from travel planning and pre-entry verification to stay monitoring and exit processing. This reduces the number of disjointed procedures and increases the predictability of a foreign citizen’s legal status at all stages of their stay in the country.

One of the practical benefits of introducing a digital profile is the ability to pre-assess entry restrictions, which helps avoid situations in which relevant circumstances are discovered only at the border.

Practical significance of the changes

For foreign citizens, the transition to mandatory electronic notification means they need to more thoroughly prepare for their trip and use digital tools as their primary communication channel. At the same time, digitalization of procedures can simplify entry planning and reduce the risk of refusals due to formal inconsistencies.

For host countries and organizations interacting with foreign workers and students, these changes create a more structured and predictable environment. The digital format allows for migration parameters to be considered in advance, support processes to be developed, and operational risks to be reduced.

Key consequences of the implementation of digital procedures include:

  • increasing the transparency of migration processes;
  • reduction of the share of paper document flow;
  • strengthening preliminary control without increasing the burden on checkpoints;
  • gradual transition to fully online interaction with migration systems.

The transition to mandatory electronic entry notification and the development of digital tools in migration regulation reflect a systemic shift in the approach to managing migration flows. The experimental nature of individual solutions does not negate the overall trend—digital procedures are gradually becoming the standard, not an alternative.

Foreign citizens, as well as organizations involved in attracting foreign workers and students, are advised to consider these changes as part of a long-term transformation of migration regulation and to proactively adapt their processes to new digital requirements.
