Residence permit for foreign citizens who share traditional values of Russia
In recent years, Russia has been actively developing its migration policy, focusing on attracting foreign citizens who share the country’s traditional spiritual and moral values.
In accordance with the Decree of the President of the Russian Federation, foreigners and stateless persons can obtain a temporary residence permit (TRP) in a simplified procedure if they do not accept the ideology of their country.

The Russian government has approved a list of foreign countries and territories whose citizens can take advantage of this program. The list includes: countries of the European Union, the United States, the Republic of Korea, Japan, China and the United Kingdom, among others. It includes countries where non-traditional values prevail.
Simplified procedure for obtaining a residence permit
According to the new legislation, foreign citizens can apply for a single-entry visa for up to three months. This visa is intended for those who plan to apply for a residence permit in Russia.
It is important to note that to obtain a residence permit for supporting traditional values it is not required for foreign citizens to:
- prove the knowledge of the Russian language, Russian history or the basics of Russian legislation
- obtain a quota for a residence permit
This greatly simplifies the process for many foreign citizens.
The process of obtaining a residence permit
A foreign citizen can apply to the territorial department of the Ministry of Internal Affairs at the place of registration to submit documents for a residence permit.
The application for a residence permit shall be filled out in Russian. The application must be filled out correctly and without errors. If necessary, you can use the services of a professional translator.
The application must be accompanied by a number of documents required by law (document on payment of the state duty, certificate of criminal record, etc.).
All documents issued by foreign official bodies must have relevant signatures and stamps, apostille or consular legalization.
Also, documents in a foreign language should be translated into Russian with notarization.
The term of issuance of a residence permit is approximately 4-6 months from the date of submission of documents.
